NOTIFICATION for NEW Michigan 911 charges

Effective July 1, 2008:

Bottom Line: The Michigan Public Service Commission has approved an order for modified and new 911 emergency service charges for all communication customers in Michigan. As a result, most landline (regular telephone service) customers will notice a slight decrease in their charges; however VoIP and Cellular customers will now be required to pay 911 fees.

The story: Following July 1, 2008, you will see two (2) 911 charges on your invoices. There is a new “statewide 911 charge” of 19 cents per landline or “access devise” per month. There remains a “local county 911 fee” to reimburse each county per landline or per “access device” per month. The “access device” is a cell phone, wi-fi phone, cable service-based phone, computer soft phone that makes VoIP calls, and each VoIP desktop phone such as a Cisco IP phone.

The local county charges are now required to be approved on an annual basis by the Michigan Public Service Commission (MPSC).

The interim state surcharge fee is 19 cents per month. The law allows the state to charge between 15 to 25 cents per month, so this charge will likely change slightly annually as well.

For multi-line customers, the law provides for these charges to apply separately to each of the first 10 lines, and then once thereafter for each 10 additional lines. As an example; a 7-line customer will have these charges applied to each of its 7 lines. A 23-line customer will get them applied to each of its first 10 lines, then applied one time for lines 11-20 and once again for the remaining 3 lines, for a total of 12 of each such charges.

Quick Connect USA has nothing to do with charging these fees but is obligated to bill and collect them on behalf of our state and county governments.
